SEC. 2. Funds available to the General Services Administration shall he available for the hire of passenger motor vehicles. SEC. 3. No appropriation contained in this Act for the General Services Administration shall be available for administrative expenses in connection with the execution of a purchase contract under section 5 of the Public Buildings Amendments of 1972 unless such proposed purchase contract has been presented to the Committees on Appropriations of the Senate and House of Representatives, respectively, and the Congress within a period of sixty days thereafter has not passed an appropriation for the acquisition of an equivalent amount of space or, alternatively, during such period the proposed contract has been approved by the Committees on Appropriations of the Senate and House of Representatives, respectively. SEC. 4. Not to exceed 2 per centum of any appropriation made available to the General Services Administration for the current fiscal year by this Act may be transferred to any other such appropriation, but no such appropriation shall be increased thereby more than 2 per centum: Provided, That such transfers shall apply only to operating expenses, and shall not exceed in the aggregate the amount of $2,000,000. SEC. 5. No appropriated funds shall be available for the purpose of defraying any expenses (including expenses for the payment of the salary of any person) incurred in connection with the transfer of title of all (or any portion) of the Sand Point Naval Facility, Seattle, Washington, to any person or entity for aviation use unless and until (A) the Administrator of General Services has transferred to the National Oceanic and Atmospheric Administration title to that portion of such facility as has been requested by the National Oceanic and Atmospheric Administration; and (B) the City of Seattle, Washington, and the County of King in the State of Washington, and the State of Washington have each approved a plan for aviation use of a portion of such facility. For necessary expenses, including contract stenographic reporting, .vn(j other services as authorized by 5 U.S.C. 3109, $5,760,000: Provided, That travel expenses of the judges shall be paid upon the written certificate of the judge: Provided further, That $1,280,000 of this appropriation shall remain available until expended for equipment, furniture, furnishings and accessories, required for the new Tax Court building and, whenever determined by the Court to be necessary, without compliance with Section 3709 of the Revised Statutes, as amended (41 U.S.C. 5). For expenses, not otherwise provided for, necessary for carrying out civil defense activities, including the hire of motor vehicles; and financial contributions to the States for civil defense purposes, as authorized by law; $60,000,000: Provided, That not to exceed $27,200,000 shall be available for allocation under section 205 of the Federal Civil Defense Act of 1950, as amended. .,
