(a) The provisions of this part shall be administered by the Assistant Secretary^ in consultation with— "(1) the Commissioner, through the Office of Bilingual Education; and "(2) the Director of the National Institute of Education, notwithstanding the second sentence of section 405(b)(1) of the General Education Provisions Act; in accordance with regulations. " (b) The Assistant Secretary shall, in accordance with clauses (1) and (2) of subsection (a), develop and promulgate regulations for this part and then delegate his functions under this part, as may be appropriate under the terms of section 742.
