As uscd in this Act— "(1) the term 'State' means a State, the District of Columbia, the Commonwealth of Puerto Eico, Guam, American Samoa, the Virgin Islands, and the Trust Territory of the Pacific Islands; " (2) the term 'United States' when used in a geographical sense includes all those places named in the previous sentence and all other places continental or insular^ subject to the jurisdiction of the United States; "(3) the term 'financial assistance' when used in title II, part ]g of title III, and title VIII includes assistance advanced by grant, agreement, or contract, but does not include the procurement of plant or equipment, or goods or services; "(4) the term 'Secretary' means the Secretary of Health, Education, and Welfare; " (5) the term 'Administration' means the Community Services Administration; and " (6) the term 'Director' means the Director of the Community Services Administration.". '

RESEARCH AND DEMONSTRATION PROGRAMS
SEC. 4. Title I of the Economic Opportunity Act of 1964 is amended to read as follows: "TITLE II—RESEARCH A N D DEMONSTRATIONS "STATEMENT OF PURPOSE 42 USC 2711.
"SEC. 101. The purpose of the title is to stimulate a better focusing of all available local, State, private, and Federal resources upon the goal of enabling low-income families, and low-income individuals of all ages, including persons of limited English-speaking ability, in rural and urban areas to attain the skills, knowledge, and motivations and secure the opportunities needed for them to become fully selfsufficient.
