An Act
To authorize appropriations for the construction of certain highways in accordance with title 23 of the United States Code, and for other purposes.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, TITLE I SHORT TITLE
SEC. 101. This title may be cited as the "Federal-Aid Highway Act of 1976".

REVISION o r AUTHORIZATION FOR APPROPRIATIONS FOR THE INTERSTATE SYSTEM
SEC. 102. (a) Subsection (b) of section 108 of the Federal-Aid Hisrhway Act of 1956, as amended, is amended by striking out "the 23 USC 101 note additional sum of $3,260,000,000 for the fiscal year ending June 30, 1978, and the additional sum of $3,250,000,000 for the fiscal year ending June 30, 1979.", and by inserting in lieu thereof the following: "the additional sum of $3,250,000,000 for the fiscal year ending September 30, 1978, the additional sum of $3,250,000,000 for the fiscal year ending September 30, 1979, the additional sum of $3,625,000,000 for the fiscal year ending September 30, 1980, the additional sum of $3,625,000,000 for the fiscal year ending September 30, 1981, the additional sum of $3,625,000,000 for the fiscal year ending September 30, 1982, the additional sum of $3,625,000,000 for the fiscal year ending September 30, 1983, the additional sum of $3,625,000,000 for the fiscal year ending September 30, 1984, the additional sum of $3,625,000,000 for the fiscal year ending September 30, 1985, the additional sum of $3,625,000,000 for the fiscal year ending September 30, 1986, the additional sum of $3,625,000,000 for the fiscal year ending September 30, 1987, the additional sum of $3,625,000,000 for the fiscal year ending September 30, 1988, the additional sum of $3,625,000,000 for the fiscal year ending September 30, 1989, and the additional sum of $3,626,000,000 for the fiscal year ending September 30, 1990.". (b)(1) At least 30 per centum of the apportionment made to each State for each of the fiscal years ending September 30, 1978. and September 30, 1979, of the sums authorized in subsection (a) of this section shall be expended by such State for projects for the construction of intercity portions (including belt ways) which will close essential gaps in the Interstate System and provide a continuous System. (2) The Secretary of Transportation shall report to Congress before Report to October 1, 1976, on those intercity portions of the Interstate System Congress, the construction of which would be needed to close essential gaps in the System. (3) A State which does not have sufficient projects to meet the 30 per centum requirement of paragraph (1) of this subsection may, upon approval of the Secretary of Transportation, be exempt from the requirements of such paragraph to the extent of such inability.
