"§ 319. Landscaping and scenic enhancement. 23 USC 319. "The Secretary may approve as a part of the construction of Federalaid highways the costs of landscape and roadside development, including acquisition and development of publicly owned and controlled rest and recreation areas and sanitary and other facilities reasonably necessary to accommodate the traveling public, and for acquisition of interests in and improvement of strips of land necessary for the restoration, preservation, and enhancement of scenic beauty adjacent to such highways.". (b) All sums authorized to be appropriated to carry out section 23 USC 319 note. 319(b) of title 23, United States Code, as in effect immediately before the date of enactment of this section shall continue to be available for appropriation, obligation, and expenditure in accordance with such section 319(b), notwithstanding the amendment made by the subsection (a) of this section. SEC. 137. (a) Section 320(d) of title 23, United States Code, is amended by striking out "$27,761,000" and inserting in lieu thereof "$50,000,000". (b) Sums appropriated or expended under authority of the increased 23 USC 320 note, authorization established by the amendment made by subsection (a) of this section shall be appropriated out of the Highway Trust Fund for the fiscal year ending September 30, 1977, and for subsequent fiscal years. SEC. 138. Subsection (b) of section 118 of the Federal-Aid Highway Amendments of 1974 (Public Law 93-643) is amended— 88 Stat. 2288. ^ (1) by striking out "1975, and" and inserting in lieu thereof I "1975,"; and _ (2) by striking out "can be obligated." and inserting in lieu thereof "$8,750,000 for the three-month period ending September 30, 1976, $35,000,000 for the fiscal year ending September 30, 1977, and $35,000,000 for the fiscal year ending September 30, 1978, can be obligated.". TECHNICAL AMENDMENTS

SEC. 139. (a) The analysis of chapter I of title 23, United States Code, is amended by striking out "111. Use of and access to rights-of-way—Interstate System."

and inserting in lieu thereof the following: "111. Agreements relating to use of and access to riglits-of-way—Interstate System.".

(b) The analysis of chapter I of title 23, United States Code, is amended by striking out

"119. Administration of Federal-aid for higliways in Alaska."

and inserting in lieu thereof the following: "119. Repealed.".

(c) The analysis of chapter I of title 23, United States Code, is amended by striking out
