SEC. 13. (a) There shall be included in the terms of any certificate, 15 USC 719k. permit, right-of-way, lease, or other authorization issued or granted pursuant to the directions contained in section 9 of this Act, a provision that no person seeking to transport natural gas in the Alaska natural gas transportation system shall be prevented from doing so or be discriminated against in the terms and conditions of service on the basis of degree of ownership, or lack thereof, of the Alaska natural gas transportation system. (b) The State of Alaska is authorized to ship its royalty gas on the approved transportation system for use within Alaska and, to the extent its contracts for the sale of royalty gas so provide, to withdraw such gas from the interstate market for use within Alaska; the Federal Power Commission shall issue all authorizations necessary to effectuate such shipment and withdrawal subject to review by the Commission only of the justness and reasonableness of the rate charged for such transportation. SEC. 14. Nothing in this Act, and no action taken hereunder, shall 15 USC 719/ imply or effect an amendment to, or exemption from, any provision of the antitrust laws. AUTHORIZATION

SEC. 15. There is hereby authorized to be appropriated beginning 15 USC 719ni. in fiscal year 1978 and each fiscal year thereafter, such sums as may be necessary to carry out the functions of the Federal inspector appointed by the President with the advice and consent of the Senate under section 7. SEPARABILITY

SEC. 16. If any provision of this Act, or the application thereof, 15 USC 719n. is held invalid, the remainder of this Act shall not be affected thereby. CIVIL RIGHTS
