For liquidation of obligations incurred pursuant to authority contained in section 203 of the Federal Water Pollution Control Act, as amended, $5,000,000,000, to remain available until expended. 33 USC 1283. SCIENTIFIC ACTIVITIES OVERSEAS (SPECIAL FOREIGN CURRENCY PROGRAM)

For payments in foreign currencies which the Treasury Department determines to be excess to the normal requirements of the United States, for necessary expenses of the Environmental Protection Agency in the conduct of scientific activities overseas in connection with environmental pollution, as authorized by law, $4,000,000, to remain available until expended: Provided. That this appropriation shall be available in addition to other appropriations to such Agency, for payments in the foregoing currencies. ADMINISTRATIVE PROVISION

Not to exceed 7 per centum of any appropriation made available to the Environmental Protection Agency by this Act (except appropriations for "Construction Grants") may be transferred to any other such appropriation. For expenses necessary for the Office of Science and Technolog}'^ Policy, to carry out the purposes of the National Science and Technology Policy, CJrganization, and Priorities Act of 1976 (42 U.S.C. 6601 and 6671), including expenses for the President's Committee on Science and Technology, hire of passenger motor vehicles, services as authorized by 5 U.S.C. 3109, and rental of conference rooms in the District of Columbia, $2,800,000.
