Act (relating to authorizations for planning and development of migrant health centers) is amended (A) by striking out "and" after "1976,", and (B) by striking out "for fiscal year 1977" and inserting in lieu thereof the following: "for the fiscal year ending September 30, . ' 1977, and $2,950,000 for the fiscal year ending September 30, 1978". (2) The second sentence of section 319(h)(1) of such Act is amended by striking out "the next fiscal year" and inserting in lieu thereof "each of the next two fiscal years". (b)(1) The first sentence of section 319(h)(2) of such Act (relating to authorizations for operation of migrant health centers) is amended (A) by striking out "and" after "1976,", and (B) by striking out "for fiscal year 1977" and inserting in lieu thereof the following: "for the fiscal year ending September 30, 1977, and $32,080,000 for the fiscal year ending September 30, 1978". (2) The third sentence of section 319(h)(2) of such Act is amended by striking out "fiscal year 1977" and inserting in lieu thereof "fiscal years ending September 30, 1977, and September 30, 1978".

(c) Section 319(h)(3) of such Act (relating to authorizations for inpatient and outpatient hospital services) is amended (1) by striking out " and " after "1976,", and (2) by striking out "for fiscal year 1977" and inserting in lieu thereof the following: "for the fiscal year ending September 30, 1977, and $4,230,000 for the fiscal year ending September 30, 1978". SEC. 304 (a)(1) Section 3 3 0 (g)(1) of the Public Health Service Act (relating to authorizations for p l a n n i n g and development of community health centers) is amended (A) by striking out " and " after "1976,", and (B) by striking out "for fiscal year 1977" and inserting in lieu thereof the following: "for the fiscal year ending September 30, 1977, and $5,880,000 for the fiscal year ending September 30, 1978". (2) Section 330(g)(2) of such Act (relating to niithorizations for operation of community health centers) is amended (A) by striking out " and " after "1976."^ and (B) by striking out "for fiscal year 1977" and inserting in lieu thereof the following: "for the fiscal year ending September 30, 1977, and $256,840,000 for the fiscal year ending September 30, 1978". (b)(1) Section 330(b)(3) of such Act (relating to the definition of medically underserved population) is amended by a d d i n g a t the end thereof the following: " I n designating urban and rural areas for purposes of this paragraph, the Secretary shall take into account unusual local conditions which are a barrier to access to or the availability of personal health services.". (2) The first sentence of section 330(e)(1) of such Act is amended by striking out "subsection (e) " and inserting in lieu thereof "subsection (c) ". SEC. 305. (a) Section 1001(c) of the Public Healtli Service Act (relating to authorizations for familv p l a n n i n g projects) is amended (1) by striking out " and " after "1976;", and (2) by striking out "for fiscal year 1977" and inserting in lieu thereof the following: "for the
