" (2) projects will be conducted in such manner as to permit eligible youths employed in the project who are in school to coordinate their jobs with classroom instruction and, to the extent feasible, to permit such eligible youths to receive credit from the appropriate educational agency, postsecondary institution, or particular school involved; and " (3) meet such other assurances, arrangements, and conditions as the Secretary deems appropriate to carry out the purposes of this subpart. " SEC. 338. Xo eligible youth shall be employed for more than twelve 29 USC 893g. months in work financed under this subpart, except as prescribed by the Secretary. " S U B P A R T 3 — Y O U T H EMPLOYMENT AND T R A I N I N G PROGRAMS "STATEMENT OF PURPOSE
" SEC. 341. I t is the purpose of this subpart to establish programs 29 USC 894. designed to make a significant long-term impact on the structural unemployment problems of youth, supplementary to but not replacing programs and activities available under title I of this Act, to enhance 29 USC 811. the job prospects and career opportunities of young persons, including employment, community service opportunities, and such t r a i n i n g and supportive services as are necessary to enable participants to secure suitable and appropriate unsubsidized employment in the public and private sectors of the economy. To the maximum extent feasible, training and employment opportunities afforded under this subpart will be interrelated and mutually reinforcing so as to achieve the goal of enhancing the job prospects and career opportunities of youths served under this subpart. u PROGRAMS AUTHORIZED
" SEC. 342. (a) The Secretary is authorized to provide financial assist- 29 USC 894a. ance to enable eligible applicants to provide employment opportunities and appropriate t r a i n i n g and supportive services for eligible participants including but not limited to— " (1) useful work experience opportunities in a wide range of Community community betterment activities such as rehabilitation of public betterment properties, assistance in the weatherization of homes occupied by activities. low-income families, demonstrations of energy-conserving measures including solar energy techniques (especially those utilizing materials and supplies available without cost), p a r k establishment and upgrading, neighborhood revitalization, conservation and improvements, and related activities; " (2) productive employment and work experience in fields such as education, health care, neighborhood transportation services, crime prevention and control, environmental quality control, preservation of historic sites, and maintenance of visitor facilities; " (3) appropriate training and services to support the purpose of this subpart, including but not limited to— " (A) outreach, assessment, and orientation; " (B) counseling, including occupational information and career counseling; " (C) activities promoting education to work t r a n s i t i o n;
