Dependent travel entitlements, limitation. Abortion, limitations.

PUBLIC LAW 95-457—OCT. 13, 1978 SEC. 861. All obligations incurred in anticipation of the appropriations and authority provided in this Act are hereby ratified and confirmed if otherwise in accordance with the provisions of this Act. SEC. 862. None of the funds appropriated by this Act shall be used to pay for dependent travel entitlements to overseas areas if such payment would increase the total number of military dependents overseas above 350,000. SEC. 863. None of the funds appropriated by this Act shall be used to perform abortions except where the life of the mother would be endangered if the fetus were carried to term; or except for such medical procedures necessary for the victims or rape or incest, when such rape or incest has been reported promptly to a law enforcement agency or public health service; or except in those instances where severe and long-lasting physical health damage to the mother would result if the pregnancy were carried to term when so determined by two physicians. Nor are payments prohibited for drugs or devices to prevent implantation of the fertilized ovum, or for medical procedures necessary for the termination of an ectopic pregnancy. For necessary expenses of the Intelligence Community Staff; $12,000,000. PAYMENT TO THE CENTRAL INTELLIGENCE AGENCY RETIREMENT AND DISABILITY

Short title.

FUND

For payment to the Central Intelligence Agency Retirement and Disability Fund, to maintain proper funding level for continuing the operation of the Central Intelligence Agency Retirement and Disability System; $43,500,000. This Act may be cited as the "Department of Defense Appropriation Act, 1979". Approved October 13, 1978.
