For necessary expenses of the Consumer Product Safety Commission, including rent in the District of Columbia, hire of passenger motor vehicles, services as authorized by 5 U.S.C. 3109, but at rates for individuals not to exceed the per diem rate equivalent to the rate for 3 CFR 1977 GS-18, and not to exceed $500 for oiScial reception and representation, Comp., p. 142. $40,000,000: Provided, That funds provided by this appropriation for 5 USC 5332 note, laboratories shall be available only for the acquisition or conversion of existing laboratories. DEPARTMENT or DEFENSE—CIVIL CEMETERIAL EXPENSES, ARMY SALARIES AND EXPENSES
For necessary expenses, as authorized by law, of maintenance, operation, and improvement of the cemetery at the Soldiers' and Airmen's Home and Arlington National Cemetery, including the purchase of one passenger motor vehicle, $5,100,000, to remain available until expended: Provided, That reimbursement shall be made to the applicable military appropriation for the pay and allowances of any military personnel performing services primarily for the purposes of this appropriation.
