PUBLIC LAW 95-561—NOV. 1, 1978 after "439" and by adding at the end thereof a new subsection as follows: "(b) No student shall be required, as part of any applicable program, to submit to psychiatric examination, testing, or treatment, or psychological examination, testing, or treatment, in which the primary purpose is to reveal information concerning: " (1) political affiliations; "(2) mental and psychological problems potentially embarrassing to the student or his family; "(3) sex behavior and attitudes; "(4) illegal, anti-social, self-incriminating and demeaning behavior; "(5) critical appraisals of other individuals with whom respondents have close family relationships; "(6) legally recognized privileged and analogous relationships, such as those of lawyers, physicians, and ministers; or "(7) income (other than that required by law to determine eligibility for participation in a program or for receiving financial assistance under such program), without the prior consent of the student (if the student is an adult or emancipated minor), or in the case of unemancipated minor, without the prior written consent of the parent.". SEC. 1261. The amendments made by section 1231 shall take effect with respect to appropriations for fiscal year 1980 and subsequent fiscal years. The amendments made by section 1232 shall take effect 120 days after the enactment of this Act. TITLE XIII—REVISION OF OTHER EDUCATION PROGRAMS PART A—ADULT EDUCATION STATEMENT OF PURPOSE

SEC. 1301. Section 302 of the Adult Education Act (hereafter in this part referred to as the "Act") is amended to read as follows: a STATEMENT OF PURPOSE

"SEC. 302. I t is the purpose of this title to expand educational opportunities for adults and to encourage the establishment of programs of adult education that will— "(1) enable all adults to acquire basic skills necessary to function in society, "(2) enable adults who so desire to continue their education to at least the level of completion of secondary school, and

  • '(3) to make available to adults the means to secure training

that will enable them to become more employable, productive, and responsible citizens.".
