(a) Except as provided in subsection (b), this Act shall take effect on the date of its enactment. (b) Sections 2342(b) and 2343 of title 18, United States Code, as enacted by the first section of this Act, shall take effect on the first day of the first month beginning more than 120 days after the date of the enactment of this Act. SEC. 5. There are hereby authorized to be appropriated such sums as "i*y ^^ necessary to carry out the provisions of chapter 114 of title 18, United States Code, added by the first section of this Act.
