To enable the Department of Justice and the Administrative OflSce of the United States Courts to provide services and special supervision to drug dependent Federal offenders in an efficient and effective manner.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That this Act may he, cited as the "Contract Services for Drug Dependent Federal Offenders Act of 1978". SEC. 2. Section 3661 of title 18, United States Code, relating to suspension of sentence and probation, is amended by deleting from the second to the last paragraph the colon and everything thereafter, and inserting in lieu thereof a period. SKC. 3. Section 4255 of title 18, United States Code, relating to supervision in the community of certain convicted offenders, is amended to read as follows: "An offender who has been conditionally released shall be under the jurisdiction of the United States Parole Commission as if on parole, pursuant to chapter 311 of this title. "The Director of the Administrative Office of the United States Courts may contract with any appropriate public or private agency or any person for supervisory aftercare of an offender. The Director may negotiate and award such contracts without regard to section 3709 of the Revised Statutes (41 U.S.C. 5).". S?:c. 4. (a) To carry out the purposes of this Act, there are authorized to be appropriated sums not to exceed $3,500,000 for the fiscal year ending September 30, 1980; $3,645,000 for the fiscal year ending September 30, 1981; and $3,750,000 for the fiscal year ending September 30, 1982. (b) The amendments made by this Act shall take effect on October 1, 1979. Approved October 27, 1978.
