"(2) Each State educational agency shall provide a copy of any report resulting from State or Federal auditing, monitoring, or evaluation activities in any district to the parent advisory council established pursuant to subsection (a)(1) in such district. "(d) TRAIXING PROGRAMS.—Each local educational agency application for funding under this title shall describe a program for training the members of advisory councils established pursuant to subsection (a) to carry out their responsibilities as described in subsection (b). Such training program— "(1) shall be planned in full consultation with the members of such advisory councils; "(2) shall provide each member of each such council with appropriate training materials; and "(3) may permit the use of funds under this title for expenses associated with such training, including expenses associated with . the attendance of such members at training sessions. "(e) WORKSHOPS ON PARENTAL INVOLVEMENT.—For each fiscal year for which payments are made to State educational agencies under this title, the Commissioner shall sponsor workshops in the several regions of the United States which shall be designed to assist local educational agencies to work with and provide training to parent advisory councils established under subsection (a) of this section and to facilitate parental involvement in the programs conducted under this title. The workshops shall be planned and conducted in consultation with members of parent advisory councils in the region served by the workshop. "(f)

A S S E S S M E N T OE P A R E N T A L INVOLVEMENT AND T R A I N I N G.

The

Congress and the National Institute of Education shall assess the effectiveness of (1) public. various forms of parental involvement, including parent advisory councils, on school governance, student achievement, and other purposes of this title, and (2) various methods of training the members of parent advisory councils, and shall report the results of such assessments to the Congress and the public. "(g) AUTHORIZATION or APPROPRIATIONS.—There are authorized to be appropriated for fiscal year 1979 and for each succeeding fiscal year ending prior to October 1, 1983, such sums as may be necessary to carry out the provisions of subsections (e) and (f) of this section. ii

FUNDS ALLOCATION

126. (a) MAINTENANCE OF EFFORT.— (1) Except as provided in paragraph (2), a local educational agency may receive funds under this title for any fiscal year only if the State educational agency finds that the combined fiscal effort per student or the aggregate expenditures (as determined in accordance with regulations of the Commissioner) of that agency and the State with respect to the provision of free public education by that agency for the preceding fiscal year was not less than such combined fiscal effort per student or the aggregate expenditures for that purpose for the second preceding fiscal year. "(2) The Commissioner may waive, for one fiscal year only, the requirements of this subsection if he determines that such a waiver
