Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of Treasury is authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, $29,241.45 to Gary Daves of Albuquerque, New Mexico, and $25,869.47 to Marc Cayer of Quebec, Canada, for the period of their imprisonment in Southeast Asia which commenced while both Mr. Daves and Mr. Cayer were employed (as volunteers) by International Voluntary Services Incorporated pursuant to a Government contract between the Agency for International Development and International Voluntary Services Incorporated (AID/W235). Such compensation shall be in addition to that received by Mr. Daves pursuant to the provisions of the War Claims Act of 1948 (50 App. U.S.C. 2001 et seq.), and by both Mr. Daves and Mr. Cayer pursuant to the provisions of the War Hazards Compensation Act of 1942 (42 U.S.C. 1701 et seq.). SEC. 2. No part of the amount appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim. Any person violating this section shall be fined not more than $1,000. Approved November 3, 1978.
