INTERNATIONAL TRADE COMMISSION SALARIES AND EXPENSES

For necessary expenses of the International Trade Commission, including hire of passenger motor vehicles and services as authorized by 5 U.S.C. 3109, $15,130,000. JAPAN-UNITED STATES FRIENDSHIP COMMISSION JAPAN-UNITED STATES FRIENDSHIP TRUST FUND

For expenses of the Japan-United States Friendship Commission as authorized by Public Law 94-118, as amended, from the interest 22 USC 2901 earned on the Japan-United States Friendship Trust Fund, note. $1,500,000, to remain available until expended; and an amount of Japanese currency not to exceed the equivalent of $1,200,000 based on exchange rates at the time of payment of such amounts, to remain available until expended: Provided, That not to exceed a total of $2,500 of such amounts shall be available for official reception and representation expenses. LEGAL SERVICES CORPORATION PAYMENT TO THE LEGAL SERVICES CORPORATION

For payment to the Legal Services Corporation to carry out the purposes of the Legal Services Corporation Act of 1974, as amended, 42 USC 2996 $300,000,000: Provided, That no part of this appropriation shall be noteused for publicity or propaganda purposes designed to support or defeat legislation pending before Congress or any State Legislature: Provided further, That none of the funds appropriated in this title may be used to carry out any activities for or on behalf of any individual who is known to be an alien in the United States in violation of the Immigration and Nationality Act or any other law, 8 USC 1101 note, convention, or treaty of the United States relating to the immigration, exclusion, deportation, or expulsion of aliens: Provided further. That none of the funds contained in this paragraph shall be used to increase funds allocated to programs serving those areas of the country already funded at the minimum access level or to activities directly administered by the Corporation unless minimum access to civil legal assistance is available or provided in all parts of the country. For necessary expenses of the Marine Mammal Commission as authorized by title II of Public Law 92-522, as amended $940,000. 16 USC 1401. OFFICE OF THE SPECIAL REPRESENTATIVE FOR TRADE NEGOTIATIONS SALARIES AND EXPENSES

For expenses necessary for the Office of the Special Representative for Trade Negotiations, including hire of passenger motor vehicles, and services as authorized by 5 U.S.C. 3109, $4,000,000: Provided,
