EFFECTIVE DATE
SEC. 17. (a) Except as provided in subsection (b) of this section, the 45 USC 43i note. provisions of this Act shall take effect on the date of enactment of this Act. (b) Section 11 of this Act shall take effect on October 1, 1980, or on the date of enactment of this Act, whichever is later. Approved October 10, 1980.
