DEPARTMENT OP DEFENSE—CIVIL CEMETERIAL EXPENSES, ARMY SALARIES AND EXPENSES

For necessary expenses, as authorized by law, of maintenance, operation, and improvement of the cemetery at the Soldiers' and Airmen's Home and Arlington National Cemetery, including the purchase of two passenger motor vehicles of which one shall be for replacement only, $5,135,000, to remain available until expended: Provided, That reimbursement shall be made to the applicable military appropriation for the pay and allowances of any military personnel performing services primarily for the purposes of this appropriation. ENVIRONMENTAL PROTECTION AGENCY SALARIES AND EXPENSES

For necessary expenses, not otherwise provided for, including hire of passenger motor vehicles; hire, maintenance, and operation of aircraft; uniforms, or allowances therefor, as authorized by 5 U.S.C. 5901-5902; services as authorized by 5 U.S.C. 3109, but at rates for individuals not to exceed the per diem rate equivalent to the rate for GS-18; purchase of reprints; library memberships in societies or 5 USC 5332 note. associations which issue publications to members only or at a price to members lower than to subscribers who are not members; and not to exceed $3,000 for official reception and representation expenses; $547,558,000, of which not to exceed $500,000 shall be available for purposes of Resource Recovery and Conservation Panels established under section 2003 of the Resource Conservation and Recovery Act (42 U.S.C.6913). RESEARCH AND DEVELOPMENT

For research and development activities, $253,520,000, to remain available until September 30, 1982. ABATEMENT, CONTROL AND COMPLIANCE

For abatement, control and compliance activities, $545,183,000, to remain available until September 30, 1982, of which not to exceed $4,500,000 shall be available for purposes of Resource Recovery and Conservation Panels, established under section 2003 of the Resource Conservation and Recovery Act (42 U.S.C. 6913): Provided, That notwithstanding any other provision of law, not to exceed $8,000,000 shall be available for support to State, regional, local and interstate agencies in accordance with subtitle D of the Solid Waste Disposal Act, as amended, other than section 4008(a)(2) or 4009. 42 USC 6941, 6948, 6949.

BUILDINGS AND FACILFTIES

For construction, repair, improvement, extension, alteration, and purchase of fixed equipment of facilities of or used by the Environmental Protection Agency, $4,115,000, to remain available until expended.
