shall maintain each such notice in a file available for public inspection. "(C) I n t h i s section:
"(1) 'Debar* means to exclude, pursuant to established administrative procedures, from Government contracting and subcontracting for a specified period of time commensurate with the seriousness of the failure or offense or the inadequacy of performance. "(2) 'Suspend' means to disqualify, pursuant to established administrative procedures, from Government contracting and subcontracting for a temporary period of time because a concern or individual is suspected of engaging in criminal, fraudulent, or seriously improper conduct.". (b) The table of sections at the beginning of such chapter is amended by adding after the item relating to section 2392 (as added by section 913) the following new item: "2393. Prohibition against doing business with certain offerors or contractors.". CIVIL RESERVE AIR FLEET
SEC. 915. Chapter 931 of title 10, United States Code, is amended— (1) by inserting after the chapter heading the following: "Subchapter "I. General
"II. Civil Reserve Air Fleet
"SUBCHAPTER I-GENERAL"; and (2) by adding at the end thereof the following new subchapter: "SUBCHAPTER II-CIVIL RESERVE AIR FLEET
"Sec. "9511. Definitions. "9512. Contracts to modify aircraft: cargoKionvertible features. "9513. Contracts to modify aircraft: commitment of aircraft to Civil Reserve Air Fleet.
"§ 9511. Definitions lo use 95ii "In this subchapter: "(1) 'Aircraft*, 'citizen of the United States*, 'person', and 'public aircraft* have the meaning given those terms by section 101 of the Federal Aviation Act of 1958 (49 U.S.C. 1301). "(2) 'Cargo air service' means the carriage of property or mail on the main deck of a civil aircraft. "(3) 'Cargo-capable aircraft' means a civil aircraft equipped so that all or substantially all of the aircraft's capacity can be used for the carriage of property or mail. "(4) 'Passenger aircraft' means a civil aircraft equipped so that its main deck can be used for the carriage of individuals and cannot be used principally, without major modification, for the carriage of property or mail. "(5) 'Cargo-convertible feature' means equipment or design features included or incorporated in a passenger aircraft that can readily enable all or substantially all of that aircraft's main deck to be used for the carriage of property or mail.
