as authorized by law (5 U.S.C. 5901-5902), and for expenses of attendance at meetings which are concerned with the functions or activities for which the appropriation is made or which will contribute to improved conduct, supervision, or management of those functions or activities: Provided, That none of the funds appropriated under this Act to the Indian Health Service shall be available for the initial lease of permanent structures without advance provision therefor in appropriations Acts: Provided further. That non-Indian patients may be extended health care at the Talihina Hospital in Talihina, Oklahoma, and the Zuni-Ramah Indian Health Service Unit in Zuni, New Mexico, if such care can be extended without impairing the ability of the Indian Health Service to fulfill its responsibility to provide health care to Indians served by such facilities and subject to such reasonable charges as the Secretary of Health and Human Services shall prescribe, the proceeds of which shall be deposited in the fund established by sections 401 and 402 of the Indian Health Care Improvement Act: Provided further. That 42 USC 1395f, 1395n, 1395qq funds appropriated to the Indian Health Service in this Act, except and notes, 1396j those used for administrative and program direction purposes, shall and notes, 1396d. not be subject to limitations directed at curtailing Federal travel and transportation: Provided further, That employment funded by this Act shall not be subject to any personnel ceiling or other personnel restriction for permanent or other than permsment employment. For carrying out, to the extent not otherwise provided. Part A ($57,250,000), and Parts B and C ($20,930,000) of the Indian Education Act, and the General Education Provisions Act, $81,096,000: Provided, That no funds shall be obligated for expenses of the Office of the Director of Indian Education after March 1, 1982, until the Secretary of Education has submitted to the Congress his report and recommendations on the study and analysis of the definition of the term "Indi£m" as required by section 453 of the Indian Education Act (86 Stat. 345), as amended (20 U.S.C. 1221h).
