consultation with the Administrator of the Agency for International Development), shall supervise, direct, and control all audit, investigative, and security activities relating to programs and operations within the United States International Development Cooperation Agency. "(b) In addition to the Assistant Inspector Generals provided for in Assistant section 3(d) of this Act, the Inspector General of the Agency for Inspectorfor International Development shall, in accordance with applicable laws General Security, and regulations governing the civil service, appoint an Assistant appointment. Inspector General for Security who shall have the responsibility for 5 USC app. supervising the performance of security activities relating to programs and operations of the Agency for International Development. "(c) The semiannual reports required to be submitted to the Semiannual Administrator of the Agency for International Development pur- reports. suant to section 5(b) of t h ^ Act shall also be submitted to the Director 5 USC app. of the United States International Development Cooperation Agency. "(d) In addition to the officers and employees provided for in section 6(a)(6) of this Act, members of the Foreign Service may, at the request 5 USC app. of the Inspector General of the Agency for International Development, be assi^ed as emplo^rees of the Inspector General. Members of the Foreign Service so assigned shall bie responsible solely to the Inspector General, and the Inspector General (or his or her designee) shall prepare the performance evaluation reports for such members. "(e) In establishing and staffing field ofQces pursuant to section 6(c) Field offices, of this Act, the Administrator of the Agency for International staffing. Development shall not be bound by overseas personnel ceilings established under the Monitoring Overseas Du*ect Employment policv. "(f) The reference in section 7(a) of this Act to an employee of the 5 USC app. establishment shall, with respect to the Inspector General of the Agency for International Development, be construed to include an employee of or under the United States International Development Cooperation Agency. "fe) The Inspector General of the Agency for International Development shall be in addition to the officers provided for in section 22 USC 2384. 624(a) of the Foreign Assistance Act of 1961. "(h) As used in this Act, the term 'Agency for International "Agency for Development' includes any successor agency primarily responsible International for administering part I of the Foreign Assistsmce Act of 1961.". (2) Section 239(e) of such Act is amended by striking out "Auditor 22 USC 2199 General" each of the three places it appears and inserting in lieu thereof "Inspector General". (3) Section 5316 of title 5, United States Code, is amended by striking out "Auditor General of the Agency for International Development" and inserting in lieu thereof "Inspector General, Agency for International Development". (c) The individual holding the position of Inspector General of the Agency for International Development on the date of enactment of tlus section shall not be required to be reappointed by reason of the enactment of this section.
