Secretary shall submit to the appropriate committees of the Congress copies of all such research studies and evaluation summaries. (e) The Secretary shall take the necessary action to assure that all studies, evaluations, proposals, and data produced or developed with assistance under this section become the property of the United States. TECHNICAL ASSISTANCE AND TRAINING

SEC. 667. The Secretary may provide, directly or through grants or 42 USC 9866. other appropriate arrangements (1) technical assistance to Follow Througn programs in developing, conducting, and administering programs under this subchapter; and (2) training for specialized or other personnel which is nei^ed in connection with Follow Through programs. SPECIAL CONDITIONS

SEC. 668. (a) Recipients of financial assistance under this sub- 42 USC 9867. chapter shall provide maximum employment opportunities for residents of the area to be served, and to parents of children who are participating in projects assisted under this subchapter. (b) Fmancial assistance under this subchapter shall not be suspended for failure to comply with applicable terms and conditions, except in emergency situations, nor shall an application for refunding be denied, unless the recipient agency has been given reasonable notice and opportunity to show cause why such action should not be taken. (c) Fmancial assistance under tnis subchapter shall not be terminated for failure to comply with applicable terms and conditions unless the recipient has been afforded reasonable notice and opportunity for a full and fair hearing. APPLICABILITY OF PROVISIONS OF SUBCHAPTER B

SEC. 669. The provisions of sections 637 (other than section 637(1)), 42 Use 9868. 653, 654, 655, 656, and 657 shall apply to the administration of tMs subchapter. REPEALER

SEC. 671. This subtitle may be cited as the "Community Services 42 USC 990i Block Grant Act".

COMMUNITY SERVICES GRANTS AUTHORIZED

SEC. 672. (a) The Secretary is authorized to make grants in 42 USC 9901. accordance with the provisions of this subtitle, to States to ameliorate the causes of poverty in communities within the State. (b) There is authorized to be appropriated $389,375,000 for the fiscal year 1982 and for each of the 4 succeeding fiscal years to carry out the provisions of this subtitle. DEFINITIONS
