Development, $21,982,000 a r e rescinded and $101,000 a r e deferred for obligation until October 1, 1981.

Amounts required for interest assistance payments hereafter shall be met from funds provided annually in appropriations Acts and the moneys remaining in the fund shall be available generally for the purposes specified in title II of Public Law 94-355.

For an additional amount for "Operation and maintenance, general", $34,000,000, to remain available until expended. Any activity undertaken by virtue of funds appropriated herein for the relief of the emergency situation created by the eruptions of the volcano at Mount Saint Helens in Washington State is not prohibited by or otherwise subject to regulation under section 301, 402, or 404 of the Federal Water Pollution Control Act of 1972, as amended, or section 10 of the River and Harbor Act of 1899: Provided, That as expeditiously as possible, consistent with the protection of the public interests through the continuation of the emergency dredging, disposal, and related activities necessary, the Corps of Engineers shall initiate accelerated and abbreviated procedures, including as is appropriate, public notices and opportunities for public hearings, for such activities under section 404 of the Federal Water Pollution Control Act of 1972, as amended and section 10 of the River and Harbor Act of 1899. FLOOD CONTROL AND COASTAL EMERGENCIES

For expenses necessary for fiood control and coastal emergencies, $25,000,000, to remain available until expended.
