first day of the month following the month in which he so enrolls.". (d)(1) The amendment made by subsection (a) shall apply to months beginning with January 1983 for premiums for months beginning with the first month which begins more than 30 days after the date of the enactment of this Act. (2)(A) The amendments made by subsections (b) and (c) shall apply to enrollments in months beginning with the first effective month, except that in the case of any individual who would have had a special enrollment period under section 1837(i) of the Social Security Act that would have begun before such first effective month, such period shall be deemed to begin with the first day of such first effective month. (B) For purposes of subparagraph (A), the term "first effective month" means the first month which begins more than 90 days after the date of the enactment of this Act.

INDIRECT PAYMENT OF SUPPLEMENTARY MEDICAL INSURANCE BENEFITS

SEC. 2339. (a) The first sentence of section 1842a))(6) of the Social Security Act, as redesignated by section 2306 of this title, is Ante, p. 1070. amended— (1) by inserting "(i)" after "(A)", (2) by striking out "(B)" and inserting in lieu thereof "(ii)", and (3) by inserting before the period the following: ", or (B) to an entity (i) which provides coverage of the services under a health ,:; i:tbenefits plan, but only to the extent that payment is not made under this part, (ii) which has paid the person who provided the service an amount (including the amount payable under this part) which that person has accepted as payment in full for the service, and (iii) to which the individual has agreed in writing that payment may be made under this part '. O> The second sentence of such section is amended by striking out t) "or (B)". CERTIFICATION OF PSYCHIATRIC HOSPITALS

SEC. 2340. (a) Section 1861(f) of the Social Security Act is amended— (1) by adding "and" at the end of paragraph (3); (2) by striking out "; and" at the end of paragraph (4) and inserting in lieu thereof a period; (3) by striking out paragraph (5); and (4) in the second sentence, by striking out "if the institution is accredited" and all that follows through "Secretary". (b) Section 1905(h)(1)(A) of such Act is amended to read as follows: "(A) inpatient services which are provided in an institution (or distinct part thereof) which is a psychiatric hospital as defined in section 1861(f);". (c) The amendments made by this section shall become effective on the date of the enactment of this Act.
