(2) by redesignating paragraphs (5) and (6) as paragraphs (6) and (7), respectively, and by inserting immediately after paragraph (4) the following new paragraph: "(5) creating a new agency which is not a component or part of an existing executive department or independent agency;", (b) Section 904(1) of such title is amended by inserting ", subject to section 905," immediately after "may".
