WHEREAS, in order achieve the objectives of R.A. 8759, as amended by R.A. 10691, the Municipality of Urbiztondo, Pangasinan, needs to create Public Employment Service Office (PESO).
NOW THEREFORE, BE IT ORDAINED by the Sangguniang Bayan of Urbiztondo in session assembled that: Section 1. Title. There is hereby created the “Public Employment Service Office (PESO) in the Municipality of Urbiztondo, Pangasinan”.
Sec. 2. Declaration of Policy. The Municipality of Urbiztondo hereby declares its strong commitment to provide full and equal employment opportunities for all Urbiztondonians through PESO.
The Municipal Government of Urbiztondo recognizes the importance and various objectives of the PESO to ensure prompt, timely, and efficient delivery of employment service and provision of information on other DOLE programs.
Sec. 3. Objective. This Ordinance aims to institutionalize the creation of PESO in the municipality which carries out full employment and incorporating Equal Employment Opportunity Principle (EEOP). Pursuant to R.A. 8759 otherwise known as the Public Employment Service Office Act of 1999, PESO shall:
a. Provide employment opportunities for all Urbiztondonians;
b. Strengthen the existing employment facilitation service machinery particularly at the barangay levels;
c. Provide a venue where the Urbiztondonians could explore various employment options and seek assistance they prefer;
d. Serve as referral and information center for various services and programs of the DOLE and other government agencies;
e. Provide clients with adequate information on employment and labour market situation in the province and in the national and global areas;
f. Network with the PESO Managers in all the Municipalities for the consolidated employment services;
g. Serve as venue for mediation and conciliation of labor disputes; and
h. Provide social protection program for the informal sector (i.e. drivers, domestic helpers, construction workers, vendors, etc.).
Sec. 4. Functions of Public Employment Service Office (PESO). The functions of PESO shall be as follows:
a. Encourage employers, locators, SMEs, line agencies like DOLE, POEA, OWWA, and embassies to provide the PESOs with job orders and lists of vacancies in their respective establishments in order to facilitate the provision of the labor market information for the Urbiztondonians jobseekers both for local and overseas employment;
