MUNICIPAL ORDINANCE NO. 16 – 2022

Ordinance Adopting the Implementation of the “Urbiztondo AIDS/HIV/STD Prevention and Control Program”

WHEREAS, Section 17 (b) (2) (iii) of Republic Act No. 7160 otherwise known as the Local Government Code of 1991 mandates the municipality to ensure the implementation of programs and projects on primary health care and communicable and non-communicable diseases control services;

WHEREAS, Section 16 of R.A. No. 7160, of the same Code, states that the Municipal Government has the implied power to do all things necessary, appropriate or incidental to govern, efficiently and effectively, promote general welfare, promote health, safety, maintain peace and order and preserve the comfort and convenience of their inhabitants;

WHEREAS, DILG Memorandum Circular No. 2013 – 29 enjoined all the City Mayors, Provincial Governors and Municipal Mayors, DILG Regional Directors and other concerned in the Country to adopt and strengthen local responses towards more effective and sustained responses to HIV/STD/AIDS and to mitigate the negative impacts of STD, HIV and AIDS in locality;

WHEREAS, R.A. 8504, otherwise known as “The Philippine AIDS Prevention and Control Act of 1998”, promulgates policies and prescribes measures for the prevention and control of HIV/STD/AIDS, implementation of information and educational programs and the establishing of a comprehensive monitoring system to develop and strengthen partnership, collaboration and implement policy, tools and other support mechanism to help LGU in planning xxx and implement in response to HIV/STD/AIDS programs and activities;

WHEREAS, the Sanggunian has recognized that efforts have to be localized through the Local AIDS Council and Barangay AIDS Council to make the response to HIV/AIDS/STD epidemic proactive and effective;

WHEREAS, based on data from Municipal Health Office (MHO) from June to present there are four (4) active cases of AIDS in the Municipality of Urbiztondo.
