he was professor of mathematics of the Nanyang College, now known as the Communications University. From 1915 to 1919 he was professor of mathematics and astronomy at the Government University of Peking and also Dean of the Science Department. In March 1919 he was appointed director of the Ministry of Education in charge of the Department of Technical Education. In November 1920 he was promoted to be Councillor of the Ministry of Education. In July 1922 Mr. Ch'in received the Third Order of Chiaho. In April 1923 he was appointed by the Ministry to be Chinese Delegate to the International Educational Conference. Mr. Ch'in is still Councillor of the Ministry of Education. He is the author of a series of text books on mathematics in Chinese and several books on astronomy.
