China in December of 1919, and rejoined the Ministry of Foreign Affairs. He received the rank of Assistant Secretary of the Ministry. In September 1920 he was appointed a compiler of the Law Codification Commission. In November 1920 he was made a member of the commission to study the peace treaty, and of the commission to stu ly the problems of jurisdiction. He was chosen by Dr. Wang Chung-hui, in March 1921 to accompany him to Europe in the capacity of secretary when the latter was invited by Dr. Drummond, Secretary-General of the League of Nations, to be Chinese member of the commission to study the proposals for the amendments of the League Covenant. In May 1922 he was awarded the Third Class Chiaho. Mr. Kuo is a Chinese scholar. He has written a book in Chinese on evidence for the Guild of Chinese Judiciaries, which he dedicated to his father, “who spared no effort in providing me with a legal education."
