The original has a couple errors. I'm of the firm belief that errors in the original should be maintained. The question is, should they be noted? For now, I've noted them, thusly:

The transmission program embodies [sic, should be "embodied"] in a copy or phonorecord made under this section is not subject to protection....

and

...under the law, whether title 17 of [sic, should be "or"] the common law or statutes of a State...

I followed the same approach here as on Page talk:Copyright Law Revision (Senate Report No. 94-473).djvu/7, inserting conditional text that will display footnotes with the corrected text in the Annotated version of the final page, but otherwise leave the errors as they appear in the original text.
