The second character used here is (U+02C1) which is different from ˤ (U+02E4) as it clearly is in the Courier font I am using to draft this. Like the latter though, it is currently redirected to w:Pharyngealization, apparently incorrectly. Would be nice to get a correct article. I found the article in w:Horus in rˁ-ḥr-3ḫty.
