How best to format that quote?

[edit]

It feels like a block quote, except that the way it is formatted in the original makes it somewhat ambiguous where it ends. I have set it as its own paragraph, with a single set of opening and closing quotes. The line in the original with the last set of quotes has a sentence boundary in it; I have chosen this as the end of the block quote.

Alternative solutions welcome!
