Proclamation by Her Excellency Kathleen Babineaux Blanco Governor of the State of Louisiana, Dated December 2, 2006 Convening the Legislature of Louisiana in Extraordinary Session

PROCLAMATION NO. 81 KBB 2006

By virtue of the authority vested in me by Paragraph B of Section 2 of Article III of the Constitution of Louisiana, I, Kathleen Babineaux Blanco, Governor of the state of Louisiana, HEREBY CALL AND CONVENE THE LEGISLATURE OF LOUISIANA INTO EXTRAORDINARY SESSION to convene at the State Capitol, in the city of Baton Rouge, Louisiana, during ten calendar days, beginning at 5:00 o'clock p.m. on the 8th day of December 2006, and ending no later than midnight on the 17th day of December 2006. The power to legislate at such session shall be limited, under penalty of nullity, to the following specified enumerated objects:

ITEM NO. 1 To legislate relative to providing for reimbursement and payment of or for offsetting of assessments levied by Louisiana Citizens Property Insurance Corporation; providing for the reimbursement and payment of surcharges applied to policyholders as a result of assessments levied by Louisiana Citizens Property Insurance Corporation; and to appropriate to reimburse, pay, or both the surcharges applied to policyholders as a result of assessments levied by Louisiana Citizens Property Insurance Corporation; and to appropriate to offset assessments levied by Louisiana Citizens Property Insurance Corporation; and to provide for related matters.

ITEM NO. 2 To amend R.S. 22:1065 and 1265(A)(2) to provide for disposition of the avails of certain taxes related to the sale of insurance products for surplus line coverages; to provide for the disposition of the avails of certain annual license taxes related to the sale of insurance products for fire, marine, transportation, casualty, surety, or other coverages; and to provide for related matters.

ITEM NO. 3 To amend R.S. 22:1430.2(B)(1) to provide that the state may budget for or provide general fund appropriations to the Louisiana Citizens Property Insurance Corporation; and to provide for related matters.

ITEM NO. 4: To make supplemental appropriations for Fiscal Year 2006-2007; and to provide for related matters.

ITEM NO. 5 To provide for supplemental capital outlay appropriations for purposes of the comprehensive state capital budget; and to provide for related matters.

ITEM NO. 6 To legislate with regard to changing the expenditure limit for fiscal year 2006 - 2007; and to provide for related matters.

ITEM NO. 7 To legislate relative to the creation and establishment of and for the deposit into and use of certain monies in dedicated funds in the state treasury; and to provide for related matters.

ITEM NO. 8 To legislate with respect to extra compensation and supplemental pay for firemen, police officers, law enforcement officers providing police services, and deputy sheriffs; and to provide for related matters.

ITEM NO. 9 To appropriate from monies designated as nonrecurring in the official revenue forecast for fiscal year 2006 - 2007 for payments against the unfunded accrued liability of the public retirement systems which are in addition to any payments required for the annual amortization of the unfunded accrued liability of the public retirement systems; and to provide for related matters.

ITEM NO. 10 To legislate relative to the State Emergency Response Fund and making appropriations from the State Emergency Response Fund; and to provide for related matters.

ITEM NO. 11 To legislate to create and establish the Louisiana Interoperability Communications Fund in the State Treasury and relative to the deposit into and use of certain monies in the fund; and to provide for related matters.

ITEM NO. 12 To amend R.S. 47:297 with respect to a child income tax credit; and to provide for related matters.

ITEM NO. 13 To legislate with respect to an income tax credit for transportation costs for sugar cane farmers; and to provide for related matters.

ITEM NO. 14 To legislate with respect to an individual income tax credit for home mortgage interest and points claimed on a taxpayer’s federal income tax return; and to provide for related matters.

ITEM NO. 15 To legislate with respect to an individual income tax credit for gifts to charity claimed on a taxpayer’s federal income tax return; and to provide for related matters.

ITEM NO. 16 To legislate with respect to an individual income tax credit for casualty and theft losses claimed on a taxpayer’s federal income tax return; and to provide for related matters.

ITEM NO. 17 To legislate with respect to an individual income tax credit for medical and dental expenses claimed on a taxpayer's federal income tax return; and to provide for related matters.

ITEM NO. 18 To legislate with respect to the manufacturing machinery and equipment sales tax exclusion; and to provide for related matters.

ITEM NO. 19 To legislate with respect to exemption from the corporate franchise tax for certain borrowed capital for corporations for extraordinary debt incurred; and to provide for related matters.

ITEM NO. 20 To legislate with respect to exempt from taxation the sale or use of natural gas, water, steam, and electricity sold for non-residential use and consumption; and to provide for related matters.

ITEM NO. 21 To amend R.S. 47:305.51 with respect to the exemption from sales and use taxes applied to utilities purchased by steelworks, blast furnaces, coke ovens, and rolling mills; and to provide for related matters.

ITEM NO. 22 To legislate with respect to exempt from sale and use taxes commercial trucks over 80,000 pounds gross vehicle weight rating registered with apportioned plates through the international registration plan and semi-trailers used in conjunction with such trucks; and to provide for related matters.

ITEM NO. 23 To legislate with respect to financing single premium insurance in connection with residential mortgage loan transaction; and to provide for related matters.

ITEM NO. 24 To legislate relative to providing notice to the owner of an abandoned motor vehicle subject to sale by a municipality or parochial authority; and to provide for related matters.

ITEM NO. 25 To amend R.S. 47:2401(B) and R.S. 47:2417 with respect to date of death and judicially opening a succession for inheritance tax purposes; and to provide for related matters.
