  • that's why it's there. If you feel the front page is better served with the sections included among the Titles, Subtitles, Chapters, Parts, etc. then re-build it that way. I find it better to have something relevant on those pages where there would be little or no content present when drilling down the "tree" to get to a section with some content just to keep each individual sub-page orderly and seperate as opposed to lumping A, B, C or I, II, III (and the like) all onto one page. Later on, when a future Act redlinks the particular section, I am forced to go to the page holding more than one sub-whatever instead of the one specifically being amended. It makes no sense to me. If Congress thought to break things up a certain way then those individual sections should hold there own page(s) whenever possible.
