This work is a annotation of various historical documents on "the States and the United States." Some of the works it annotates are already in Wikisource. The works could be added as their own work and transcluded so there would be an annotated version and a non-annotated version. I do not know how footnotes would be handled though. The other option is to have the work as its own work and in the annotated version. While writing this, I came up with what I think is an even better solution: transclude if possible, duplicate if needed. If the historical work (exemplia gratia, the resolution) is not in State Documents on Federal Relations but is mentioned in a section, include a link to it in the notes section if it exists in Wikisource and consider adding it if it does not. --Benn Newman 22:32, 30 October 2006 (UTC)[reply]
