This template is intended to be used to separate two pages of a book that are transcluded onto the same page in Mainspace, but which are not a continuous flow of text. It can be used like {{page break}}, but also adds empty space before and after the horizontal rule to keep the display well-spaced and easy to read.
Like {{page break}}, it hints to e-readers that a page break should be inserted at this point.
