Russian Socialist Federative Soviet Republic (RSFSR), the Ukrainian Soviet Socialist Republic (USSR), the Byelorussian Soviet Socialist Republic (BSSR) and the Transcaucasian Socialist Federative Soviet Republic (ZSFSR - Georgia, Azerbaijan and Armenia) enter into this Union treaty to merge into a single union state - "Union of Soviet Socialist Republics" - on the following grounds.

1. jurisdiction of the Union of Soviet Socialist Republics, as represented by its supreme bodies shall be:

a) the representation of the Union in international relations;

b) changes in the external borders of the Union;

c) contracts for the admission of the new republics of the Union;

d) a declaration of war and conclusion of peace;

d) Finally, the external public borrowing;

e) ratification of international treaties;

g) establishment of systems of domestic and foreign trade;

h) the establishment of the principles and the general plan of the national economy of the Union, as well as to conclude concession agreements;

and) regulate the transport and postal - telegraph case;

a) establishment of the principles of armed forces of the Union of Soviet Socialist Republics;

l) approval of the consolidated budget of the Union of Soviet Socialist Republics, the establishment of the monetary, monetary and credit system, as well as system-Union, republican and local taxes;

m) establishment of general principles of land management and land use, as well as use of mineral resources, forests and waters throughout the Union;

n) the total union legislation relocations;

a) establishment of the principles of the judicial system and legal proceedings as well as civil and criminal union legislation;

n) the establishment of basic labor laws;

p) establishment of general principles of public education;

c) establishing common measures for the protection of public health;

m) establishment of a system of weights and measures;

y)-union business statistics;

f) basic legislation in the Union citizenship rights in respect of foreigners; x) the right to a general amnesty;

c) Removal of the Union Treaty infringing decision of the Congress of Soviets, the Central Executive Committee and the Council of People's Commissars of the Union republics.

2. supreme organ of power of the Union of Soviet Socialist Republics is the Congress of Soviets of the Union of Soviet Socialist Republics, and in the intervals between congresses - the Central Executive Committee of the Union of Soviet Socialist Republics.

3. Congress of Soviets of the Union of Soviet Socialist Republics is composed of representatives of city councils in the calculation of one deputy for every 25,000 voters and provincial congresses of Soviets on the calculation of one deputy for every 125,000 inhabitants.

4. Delegates to the Congress of Soviets of the Union of Soviet Socialist Republics are elected by provincial congresses of Soviets.

5. Ordinary Congresses of Soviets of the USSR Central Executive Committee shall be convened by the Union of Soviet Socialist Republics, once a year; extraordinary congress convened by the Central Executive Committee of the Union of Soviet Socialist Republics by his own decision or at the request of at least two Soviet republics.

6. Congress of Soviets of the Union of Soviet Socialist Republics elects the Central Executive Committee of representatives of the Union Republics in proportion to the population of each, just as a part of 371 members.

7. Ordinary Session of the Central Executive Committee of the Union of Soviet Socialist Republics convened three times a year. Extraordinary sessions may be convened by order of the Presidium of the Central Executive Committee of the Union or at the request of the Council of People's Commissars of the Union of Soviet Socialist Republics, as well as the Central Executive Committee of one of the republics.

8. Congresses of the Soviets and the session of the Central Executive Committee of the Union of Soviet Socialist Republics convened in the capitals of the Union republics in the order established by the Presidium of the Central Executive Committee of the Union of Soviet Socialist Republics.

9. Central Executive Committee of the Union of Soviet Socialist Republics to elect the Bureau, which is the highest authority of the Union between sessions of the Central Executive Committee of the Union.

10. the Presidium of the Central Executive Committee of the Union of Soviet Socialist Republics shall consist of 19 members, of which the Central Executive Committee of the Union elects four chairmen of the Central Executive Committee of the Union, the number of union republics.

11. the Executive Body of the Central Executive Committee of the Union is the Council of People's Commissars of the Union of Soviet Socialist Republics (CPC Union), elected by the Central Executive Committee of the Union for the term of the latter, comprising:

People's Commissar for Foreign Affairs,

People's Commissar for Military and Naval Affairs,

People's Commissar for Foreign Trade,

People's Commissar of Railways,

People's Commissar of the Workers - Peasants' Inspection,

Chairman of the Supreme Council of National Economy,

People's Commissar of Labour,

People's Commissar of Food

People's Commissar of Finance.

12. the purposes of approval of revolutionary law on the territory of the Union of Soviet Socialist Republics and the joint efforts of the union republics for Combating Counterrevolution established under the Central Executive Committee of the Union of Soviet Socialist Republics, the Supreme Court, with the functions of the supreme judicial control, and the Council of People's Commissars of the Union - a joint body of the State Political Department, which includes the chairman of the Council of People's Commissars of the Union in an advisory capacity.

13. decrees and decisions of the CPC of the Union of Soviet Socialist Republics are mandatory for all union republics and are executed directly on the entire territory of the Union.

14. decrees and decisions of the Central Executive Committee of the CPC and the Union are printed in languages ​​commonly used in the Union Republics (Russian, Ukrainian, Belarusian, Georgian, Armenian, Turkish).

15. The Central Executive Committee of the Union republics protest the decrees and decisions of the CPC Union Presidium of the Central Executive Committee of the Union of Soviet Socialist Republics, without stopping their execution.

16. Decisions and orders of the Council of People's Commissars of the Union of Soviet Socialist Republics may be annulled only by the Central Executive Committee of the Union of Soviet Socialist Republics and its Bureau; individual orders of the People's Commissars of the Union of Soviet Socialist Republics may be annulled by the Central Executive Committee of the Union of Socialist Republics, its Bureau and the CPC Union.

17. the Order of People's Commissars of the Union of Soviet Socialist Republics may be priostanavlivaemy central executive committees or Presidium of the Central Executive Committee of the Union republics, only in exceptional cases, the apparent discrepancy of this order or decision of the CPC Central Executive Committee of the Union of Soviet Socialist Republics. 18. The Council of People's Commissars of the Union republics are:

People's Commissar for national affairs, as well as in an advisory capacity - People's Commissariats authorized Union: Foreign Affairs Committee on Military and Naval Affairs, Foreign Trade, Railways and Posts and Telegraphs.

19. the Supreme Council of National Economy, the People's Commissariat: food, finance, labor and workers '- Peasants' Inspection of the Union republics, directly under the Central Executive Committee and Sovnarkom of the Union republics, are guided by the instructions of the respective People's Commissars of the Union of Soviet Socialist Republics.

20. the Republic, members of the Union have their own budgets, are component parts of the Union budget, approved by the Central Executive Committee of the Union. Budgets of the republics in their revenue and expenditure by the Central Executive Committee of the Union. List income and deductions dimensions profitable going to education budgets of the Union republics, determined by the Central Executive Committee of the Union.

21. For the citizens of the Union republics established a uniform federal citizenship.

22. the Union of Soviet Socialist Republics has its own flag, coat of arms and the state seal.

23. the capital of the Union of Soviet Socialist Republics is the city of Moscow.

24. Republics are making in accordance with this Treaty changes to its constitution.

25. Adoption and amendment of the Union Treaty subject to the exclusive jurisdiction of the Congress of Soviets of the Union of Soviet Socialist Republics.

26. For each of the union republics retained the right to withdraw from the Union.
