Announcement of the Council for Democratic Reform

Whereas the Council for Democratic Reform has already seized the administrative power of the State as previously announced for general information, the Council for Democratic Reform hereby imposes the martial law throughout the Kingdom and repeals the Announcement of State of Emergency in Bangkok Metropolitan Area dated the 19th day of September 2549 Buddhist Era^[1] from the 19th day of September 2549 Buddhist Era, the time of 21:05 hours, so as to maintain peace and order for the people throughout the Country.

↑ This announcement was orally made by then prime minister Thaksin Shinawatra on television. Its contents are translated as follows:
“Whereas it appears that a group of persons is going to carry out a coup d’état and has ordered movement of forces for the purpose of overthrowing and seizing power from the constitutionally and lawfully elected Government, which would seriously affect the security of the State and the safety of the lives or property of the State and its people, and would also seriously affect the exercise of rights and freedoms by the people in the Country, as a result of which urgent measures are needed for maintenance of the democratic administration with a Monarch as Chief according to the Constitution of the Kingdom of Thailand and for efficient and timely resolving of the said problem; therefore, by the powers under the dispositions of sections 5, 6, and 11, paragraph 1, of the Emergency Decree on Public Administration in State of Emergency, 2548 BE—a law containing certain provisions related to the restriction of personal rights and freedoms, which section 29, in conjunction with sections 31, 35, 36, 37, 39, 44, 48, 50, and 51, of the Constitution of the Kingdom of Thailand permits to be done through legal provisions—the Prime Minister hereby announces a serious state of emergency in the Bangkok Metropolitan Area with the approval of the Council of Ministers. This Announcement shall take effect from now on. Announced on the 19th day of September 2549 Buddhist Era at 21:15 hours. Police Lieutenant Colonel Thaksin Shinawatra, Prime Minister.”
