มาตรา ๔ ให้รัฐมนตรีว่าการกระทรวงเทคโนโลยีสารสนเทศและการสื่อสารรักษาการตามพระราชบัญญัตินี้ และให้มีอำนาจออกกฎกระทรวงเพื่อปฏิบัติการตามพระราชบัญญัตินี้ กฎกระทรวงนั้น เมื่อได้ประกาศในราชกิจจานุเบกษาแล้ว ให้ใช้บังคับได้	Section 4 The Minister of Information and Communication Technology[4.1] shall be in charge of this Act and shall have the power to issue ministerial regulations for the execution of this Act. Those ministerial regulations shall, upon their publication in the Government Gazette, come into force.
