Re: Establishing a working group to campaign for the position of United Nations Secretary-General


In order to efficiently and successfully campaign for the position of United Nations Secretary-General for Nai Surakiart Sathirathai, who has applied for candidacy in the names of Thailand and ASEAN, [the Council for Democratic Reform] finds it appropriate to establish a working group to campaign for the position of United Nations Secretary-General, having the following composition, powers, and duties:

1.Composition

2.Powers and duties

2.1 To consider and designate policies, strategies, activities, and plans for campaigning for the position of United Nations Secretary-General, as well as the stance of Thailand in carrying out the campaigns.
2.2 To consider and designate plans for disseminating and publicising information about the campaigns for the position of United Nations Secretary-General, both inside and outside the Country.
2.3 To consider and propose budgets for the campaigns for the position of United Nations Secretary-General and the activities to achieve the objectives.
2.4 To carry out the campaigns for the position of United Nations Secretary-General through close coordination with the Division for Support of the Working Group to Campaign for the Position of United Nations Secretary-General, Department of International Organisations, Ministry of Foreign Affairs.
2.5 The Minister of Foreign Affairs or the Permanent Secretary to the Ministry of Foreign Affairs who acts as the Minister of Foreign Affairs shall have the power to consider and approve travel plans of the candidate and the vote soliciting campaign teams.
2.6 To appoint persons or establish ad-hoc working groups to carry out vote soliciting campaigns.
2.7 To have appropriate offices, office supplies, vehicles, drivers, and communication devices as necessary for the success of the campaigns for the position of United Nations Secretary-General. The Ministry of Foreign Affairs shall act as the coordinator for the procurement thereof.
2.8 To perform other acts for the benefit of the works according to the objectives.

Funding shall be spent appropriately and out of the “contingency fund for emergencies or immediate needs” program of the central fund in the expenditure budget of the years 2549–2550, for which requests shall be made to the Ministry of Foreign Affairs and approved by the Minister of Foreign Affairs or the Permanent Secretary to the Ministry of Foreign Affairs who acts as the Minister of Foreign Affairs. In this respect, the progress of the activities shall be reported to the Chief of the Council for Democratic Reform.

This Order shall take effect from now on.
