Royal Decree
Dissolving the House of People's Representatives,
2539 BE
Bhumibol Adulyadej R
Given on the 27th day of September 2539 BE
Being the 51st year of the present reign
Phra Bat Somdet Phra Paramin Maha Bhumibol Adulyadej gives a great royal command by which He orders with His pleasure that it be announced as follows:
Whereas the Prime Minister has humbly made the following submission to Him: The present House of People's Representatives is composed of various political parties, but none of the political parties has a number of Members of the House of People's Representatives sufficient for forming a government, making it necessary for a government to be formed by a coalition of many political parties, and, over the time that has passed, there came to pass on many occasions a problem of conflict and disruption amongst the political parties which formed the coalition government, causing an obstacle to the handling of the public services of the State [and] casting a great impact upon the common interest of the Country. However the Council of Ministers has been improved and adjusted to enable the nomination of a new Prime Minister and form a new Council of Ministers, [the process] is not likely to be accomplished with ease, whilst it is believed that the problem of conflict and disruption already existing would continue to exist and could become more intense [in terms of] severity to the degree that gives more obstacles to the handling of the public services of the State. If the situation is allowed to remain as such, economic and political turbulence would surely ensue, which would lead to the fall of the faith in the parliamentary system and the administration under the democratic regime. It is appropriate to surrender the parliamentary power of making political decisions back to the people, by dissolving the House of People's Representatives for [the purpose of] organising a general election of new Members of the House of People's Representatives;
Therefore, by virtue of the powers under the stipulations of section 118 and section 178 of the Constitution of the Kingdom of Thailand as amended by the Amendment to the Constitution of the Kingdom of Thailand (No. 5), 2538 Buddhist Era, He orders with His gracious pleasure that the following Royal Decree be enacted:
Section1.This Royal Decree is called the "Royal Decree Dissolving the House of People's Representatives, 2539 BE".
Section2.This Royal Decree shall come into force from the day of its publication in the Royal Gazette onwards.
Section3.The House of People's Representatives shall be dissolved in order to enable an election of new Members of the House of People's Representatives.
Section4.A general election of Members of the House of People's Representatives shall take place on the 17th day of November 2539.
Section5.The Minister of Interior shall be in charge of the execution of this Royal Decree.
