SECTION Ⅰ In order to prepare for the eventual independence of Korea, to progressively provide the neessary forces to defend, protect and safeguard its sovereigu rights and preerogatives among the Nations of the world, to assist civilian police agencies in the maintenance of civil peace and security and the defense of the rights of the people against civil disorder and to maintain freedom of religion, freedom of speech and property rights, to inaugerate the recruiting, organization, training and equipping of the requisite armed forces on land and sea, and to guarantee the ecolution of adminis-tration of nationhood, the Office of the Director of National Defense of the Military Government of Korea is hereby established.


SECTION Ⅱ The Bureau of Armed Forces of the Government of Korea is hereby created as a Eureau of the Government. Within the Bureau of Armed Forces the Army Department and Navy Department are hereby established. The existing Bureau of Police and the Bureau of Armed Forces are hereby placed under the supervision and direction of the Office of the Directior of National Defense.


SECTION Ⅲ No persons or group of persons will engage in any form fo recruitiong, training, organizing or equipping of any persons for any form of police, military or naval activities, or engage in any activities which are within the jurisdiction fo police or armed forces, except, under the written authorization of the Director of National Defense, or any agency delegated by him to grant such authority.


SECTION Ⅳ Any person violating the provisions of this order, shall, upon conviction by a Military Occupation Court, suffer such punishment as the court shall determine.


SECTION Ⅴ This ordinance is effective at midnight 13 November 1945.
