This verse, and the previous one, begins with the word אַשְׁרֵי which is usually translated as "Oh, happiness", so that the verse reads: "Oh Happiness were you to grasp and smash the toddler against the rock!"

The basis for this translation is the interpretation of the word as derived from the root אשׁר which, when used as a noun, means "wealth" or "happiness", but it is also more straightforwardly the simple preposition "that", in the sense of "the rock that belongs to Jack". The word אַשְׁרֵי here seems to simply mean "oh, that it become", an expression of a future wish, without any connotations of associated joy, so that there is no incongruous juxtaposition of happiness next to toddler-smashing. I think it is a simple mistranslation in King James.

The point of this verse seems to me to highlight what the Babylonians did in the conquest of Jerusalem, at least in rumor, they smashed the toddlers against the rocks. It is a memory of infanticide, with an implicit threat that those who do it will have the tables turned on them. It doesn't mean that anybody is going to be unusually happy about it.
