The easiest method I can see in regard to this to get the origin origanisation or the Valencian Chpater to leave a note on the OTRS permissions queue, but if you say it's 'public-record' as Government papers I would suggest leaving a note on the Commons file description page indicating the relevant clause in Spanish law.
