I believe the identification of this James Campbell with w:James Campbell (governor) is correct.
This is a page from Monthly Notices of the Royal Astronomical Society for 1896, available also but as snippet on Google Books. It tells us that the Sir James Campbell married to Dorothea Cuffe was in Ceylon in 1822, as Governor, when their son was born.
The ODNB also has a gap in his career between 1819 and 1825, when he became Governor of Grenada. It is consistent that he was in Ceylon during that period.

- Nice catch! Seems pretty remarkable that the ODNB would leave such a large omission, though the information is largely taken from the Gentleman's Magazine alone, which makes the same oversight. Replaced link in relevant page Tenpop421 (talk) 20:10, 5 November 2019 (UTC)
