KAPISANAN SA PAGLILINGKOD SA BAGONG PILIPINAS

OFFICE OF THE PRESIDENT

Administrative Order No. 1

INSTRUCTIONS TO THE GENERAL ASSEMBLY OF MEMBERS OF THE "KAPISANAN SA PAGLILINGKOD SA BAGONG PILIPINAS" FOR THE RATIFICATION OR REJECTION OF THE CONSTITUTION.

SECTION 1. The duly accredited representatives to the General Assembly of Members of the "Kapisanan sa Paglilingkod sa Bagong Pilipinas" for the ratification or rejection of the Constitution are hereby instructed to be present in the City of Manila on or before September 5, 1943, and shall report in person to the Secretary-Treasurer of the "Kalibapi" at its offices, Oriente Building, Manila, for the purpose of registration and presentation of credentials.
SEC. 2. The General Assembly of Members shall be convened promptly at 10 o'clock in the morning of September 6, 1943, at the Session Hall of the Legislative Building, Manila, upon the call of the Director-General of the Association, who shall act as Presiding Officer of the Assembly. The Presiding Officer shall designate any official or employee of the government or of the "Kapisanan sa Paglilingkod sa Bagong Pilipinas" to act as Secretary of the Assembly.
SEC. 3. Immediately after the calling of the Assembly to session, the roll of the duly accredited representatives shall be called by the Secretary. Two-thirds of all the members shall constitute a quorum to do business, but a smaller number may meet, adjourn from day to day, and compel the attendance of absent members. Upon the existence of a quorum, the Secretary shall proceed to the reading of the Constitution unless this is dispensed with by a vote of the members of the Assembly. After the reading of the Constitution, the Assembly shall proceed to vote thereon viva voce, upon the calling of the roll. A vote of two-thirds of all the members shall be necessary for the ratification or rejection of the Constitution. In case the necessary vote for ratification or rejection is not secured at the first voting, further voting shall be had until said vote has been secured. The Assembly shall not adjourn until it shall have cast the vote necessary either for ratification or rejection.
SEC. 4. The results of the final and last vote shall be announced by the Presiding Officer and minutes thereof extended on the records of the Assembly. Such results shall also be certified to by the Secretary of the General Assembly to the Chairman of the Executive Commission.
sec. 5. After the final and decisive vote, the Presiding Officer shall declare the session terminated and the General Assembly dissolved.
