Mr. Charles W. Fowle, of Massachusetts, may be appointed without examination as a clerk in the Department of State, as recommended by the Secretary of State with the concurrence of the Civil Service Commission, because of his services for the past four years as clerk in the American embassy at Constantinople, during which he acquired such special knowledge of the affairs in the Near East that his transfer to the Department of State will be of distinct advantage to the service.
