Executive Order 1243

It is hereby ordered that all per diem employees and other day laborers in the federal public service, wherever employed, whose employment extends through and beyond the first Monday in September, commonly known as Labor Day and set apart as a legal public holiday for certain branches of the public service by the Act of June 28, A. D., 1894, be excused from work on said day, and the said day is declared to be a holiday for all purposes for said per diem employees and laborers.

Provided, however, that this order shall not apply to any bureau or office of the Government, or to any of the clerks or other employees thereof, that may for special public reasons be excepted therefrom by the head of the Department having supervision or control of such bureau or office, or where the same would be inconsistent with the provisions of existing law.
