Eligibility for Commons

@Billinghurst: Since you uploaded this photo, I'm hoping you'll know the answer to this. Is there a reason this photo isn't eligible for Commons? I'd expect it to be, since it's PD in Australia, and PD in the US by virtue of having been PD in Australia in 1996, and has licence tags to that effect. But when I click "Export to Wikimedia Commons", I get a message starting with "This file cannot be transferred to Wikimedia Commons, because it is not marked with a compatible licence."
